A Carrier is a purely offensive weapon system, and Germany has only (relatively of course) shallow waters, and not a long coastline, nor does it have aggressive foreign politics (not the one you’d need a carrier for).
Also, you know how much a freaking aircraft carrier costs?? How big of a target it is?

He spent a long time with the Poles up in Yorkshire in England, and did a stint training crews from all over the place in Bermuda. South Africans, Aussies, Yanks, you name it, he trained them. He liked the Aussies the most (unsurprisingly, as as a result, he move here after the war), but it was the Czechs that really stuck in his mind. They were the most professional, least bullshit aircrews that he encountered. They were driven to learn how to use new technologies, and how to use them well.

(Much like Abraham Lincoln did in 1859) However… In Hitlers vote in that 33% was not made up whole of Nazi Party Members. But instead made up of several factions of which the Nazi Party was the biggest. In the end as the Nazi Party (the formal party not the 33%) was the largest party in terms of seats they got the Chancellors position by tradition.
