The mod is Four’s FPS mod: http://forum.worldoftanks.eu/index.php?/topic/392296-90-fours-fps-and-performance-modpack-ver-17/

It is designed to provide the FPS boost that some people need ever after using all the usual solutions (compressed textures, WotTweaker ect.). It goes beyond that for some amazing boosts (some testers reported +60%, good enough for me :)
