No doubt true, seeing as black Americans for example were only allowed to be cooks in the US navy and the army has less than ten black officers.
Segregation was “officially” ended with Trumans executive order of 1948 (IRL though, a little later?)

But its perhaps the way the african-Americans (to be PC :P ) are portrayed quite often IMO; instead of being just as worthy as their “white” contemporaries, they’re are “better” (more intelligent/trustworthy/skilled). So the balance tilts a bit over to the other side sort of :P
Perhaps the filmmakers think they have to do it that way in order for “us” to understand the point?
