For the most part, soldiers were ordered to not hurt civilians(that’s how some of them got hurt/killed by civilians at first). Then military unit moved into Beijing from another region had to restore order without being properly equipped for anti-riot.

If they were ordered to shoot civilians, why did the tank column stop for an idiot standing in middle of road?
