Hellcat is Rambo, who survives being captured by the sub. He comes back to help Cunningham and Chaffee from the native Russian tanks, but is still pursued by the Chinese clone tanks (thus the hat). Yes, it is a parody of the Rambo movies and we can assume they are in Vietnam.
